In a disaster location like Puerto Rico government response may be late or at limited scale due to budget approvals such as congress bills currently pending for Puerto Rico. People are suffering from power outage for many days now. Tesla has sent battery packs for free. However not every private company has that budget for donation. We think interested private sector parties can participate if they get simple promise of future pay after officially recording delivery of service. We enable that through FuturesCoin created by mastercard blockchain and worldpay. Diesel Generator and Solar companies deploy their equipment and do meter reading and put it in blockchain ledger along with lat/long (and possible id of customer). We have smart meter as source as well as manual meter reading mobile app when there is no internet. They get paid directly through MCAid card or similar programs, local Grid Company (in the future) till Government Grant arrives. We cover that by WorldPay.
