Efficacy provides a set of utilities like weather, directions, news, nearby hospitals, all offline which are useful in cases like natural disasters where internet access is not possible but frail network from towers as distant as ~72km is present or visiting places with limited network where there are problems to access internet and hence we'd like to leverage the SMS that we can use even with weak networks to provide these utility services which won't otherwise be accessible without internet.
