Peer-to-peer to walkie talkie type solutions already exist. Not a big business use case to solve though :(

I already use TiKL app that does this. There are about a dozen apps on the playstore that does this. Some even use special apps for the team behind large event logistics, like for the crew of rock concerts etc.
