Carrier Pigeon is an app that allows you to send and receive real-time flood-related SMS notifications from and to the people you care about (friends, family, coworkers, your circles). Pretty much like a call tree. It aims to benefit people living in flood prone areas or those who are likely to pass by flooded areas on their way to work/destination.
