Governments and corporations all over the globe are accepting e-tenders on daily bases from various institutions. The question remains are these tenders being evaluated with the highest objectivity and in a fair manner, No! Not really, but they could be. What if we told you, that there is a way for all tenders to be only viewed at the same exact moment in time on the submission deadline? We have found a way to utilize the Blockchain technology to revolutionize and secure the current tendering process. Our method is scalable and can be applied to any industry globally. It is also adaptable and customized to fit the needs of the UAE’s government, as it specifically integrates with Dubai’s eSupply portal, Abu Dhabi Municipality’s portal, and with any existing SharePoint solutions. When an institution issues a RFP. The tenderer will be able to simply upload the tender documents via the institution’s website. Here, the system will create a hash (digital fingerprint) for the document, which will be stored in the system and used to verify that contents of the tender have not changed prior to the final deadline. These tender documents will also be compressed and encrypted with a uniquely generated password to ensure that only the intended individuals can open them. Afterwards, the encrypted tender document will be downloaded to the tenderer’s computer. In addition, the related password and hash for those files will be stored in the institution’s portal using BigchainDB; which is a storage solution based on Blockchain technology. The Blockchain’s immutable nature will guarantee that no new hash or password is created at a later stage for these files. Furthermore, having the encrypted tender files and their password in two separate locations in our system will ensure that no tampering can take place. On evaluation day, the institution will issue an automated electronic request for the tenderer to upload the encrypted tender documents. Using the stored hash and password, they can verify the authenticity of the tender files, and ensure the complete transparency and authenticity of the tendering process.
